MEMBERSHIP SERVICES Business Resource Information SBA The U.S. Small Business Administration (SBA) was created in 1953 as an independent agency of the federal government to aid, counsel, assist and protect the interests of small business concerns, to preserve free competitive enterprise and to maintain and strengthen the overall economy of our nation. We recognize that small business is critical to our economic recovery and strength, to building America's future, and to helping the United States compete in today's global marketplace. Although SBA has grown and evolved in the years since it was established in 1953, the bottom line mission remains the same. The SBA helps Americans start, build and grow businesses. Through an extensive network of field offices and partnerships with public and private organizations, SBA delivers its services to people throughout the United States. Nearly 20 million small businesses have received direct or indirect help from one or another of those SBA programs since 1953, as the agency has become the government's most cost-effective instrument for economic development. In fact, SBA's current business loan portfolio of roughly 219,000 loans worth more than $45 billion makes it the largest single financial backer of U.S. businesses in the nation. Over the past 10 years, (FY 1991-2000), the SBA has helped almost 435,000 small businesses get more than $94.6 billion in loans, more than in the entire history of the agency before 1991. No other lender in this country – perhaps no other lender in the world – has been responsible for as much small business financing as the SBA has during that time. Since 1958, SBA’s venture capital program has put more than $30 billion into the hands of small business owners to finance their growth. Last year alone, the SBA backed more than $12.3 billion in loans to small businesses. More than $1 billion was made available for disaster loans and more than $40 billion in federal contracts were secured by small businesses with SBA's help. Elmira Branch SCORE SCORE "Counselors to America's Small Business" is a nonprofit association dedicated to educating entrepreneurs and the formation, growth and success of small business nationwide. SCORE is a resource partner with the U.S. Small Business Administration (SBA). SCORE is headquartered in Herndon, VA and Washington, DC and has 370 chapters throughout the United States and its territories, with 11,200 volunteers nationwide. Both working and retired executives and business owners donate time and expertise as business counselors. SCORE was founded in 1964. Counseling available in Elmira at the SBA Offices REDEC/RRC The Regional Economic Development and Energy Corporation (REDEC) and REDEC Relending Corporation (RRC) are not-for-profit corporations which serve as “gap financers” to provide financial assistance to start-up and expanding businesses which have a positive impact on employment and strengthen the economic base. The mission of REDEC/RRC is to provide economic development lending capability for businesses in Chemung, Schuyler and Steuben counties, which fully responds to the needs of the region and objectives of the corporation. Offices Located at NYSERDA New York State Energy Research and Development Authority (NYSERDA) strives to facilitate change through the widespread development and use of innovative technologies to improve the State’s energy, economic, and environmental wellbeing. In fulfilling its mission, NYSERDA’s workforce reflects its public service orientation, placing a premium on objective analysis and collaboration, as well as reaching out to solicit multiple perspectives and share information. The Loan Fund invites financial institutions to participate in and customers to apply for low interest financing for energy efficient improvements, new construction, and renewable technology projects. Chemung Schuyler Steuben Workforce New York is a not-for profit organization overseen by a board of directors with representatives from both the private and public sectors. Thanks to funding from the federal Workforce Investment Act (WIA) of 1998, all of the services offered under the Workforce New York umbrella by our organization and our consortium of partners are offered on a no-fee basis - both to employers and to job seekers. We have a long history of economic development. Today, we continue to envision a workforce New York system that responds to businesses needs for qualified workers based on the skills required for economic competitiveness. All of our services for job seekers and services for businesses are available through the career centers, including computerized job matching/job search tools, a career resource library, workshops and group career counseling, and other resources. In addition, whatever tools and resources job seekers need including: personal computers, photocopiers, fax machines, telephones, postage, e-mail and internet access, are all available at no cost.
